Families First Coronavirus Response Act

The U.S. House of Representatives has passed this legislation. It is currently undergoing some revision, but is expected to pass the Senate soon. President Trump has announced his support. This bill addresses Unemployment Compensation and Sick Leave Compensation for employees laid off from work due to businesses slowdown brought about by the Coronavirus outbreak. Requirements for laid off individuals seeking Unemployment Compensation will be more flexible and funds will be dispensed faster. Small businesses will be able to seek reimbursement for sick leave paid out to employees out ill or caring for family. See a summary of the bill as it stands now here.

SBA Disaster Assistance in Response to the Coronavirus

The Small Business Administration is making the process of seeking disaster assistance loans easier for applicants. Small business impacted by the economic slowdown will be able to apply for loans up to $2 million at a 3.75% interest rate. States must be able to document that a minimum of 5 businesses have been affected in a disaster area to qualify. Natural disasters (e.g., floods, tornadoes, etc.) restrict this to small regions often; however, SBA is making the entire state qualify at this point. The Grayson County Office of Emergency Management is working with all Grayson County cities regarding the potential spread of the Coronavirus or COVID-19.   Citizens are encouraged to stay aware by following the Centers for Disease Control and Prevention for accurate and up-to-date information.

SOLID WASTE COLLECTION & DISPOSAL
AND RECYCLABLE MATERIALS COLLECTION & PROCESSING

Sealed bids addressed to the City Manager of the City of Van Alstyne, Texas, will be received at the Office of the City Manager, at the hand delivery address of 152 N Main Drive, Van Alstyne, Texas 75495 or mailing address of P.O. Box 247, Van Alstyne, Texas 75495 until 2:00pm on Friday, March 27, 2020, and will be opened and read aloud at City Hall immediately after that time, for the collection and disposal of solid waste and recyclable materials collection and processing services.

Proposals shall be accompanied by a certified or cashier’s check on a national bank in an amount equal to Twenty Thousand Dollars ($20,000.00), Any proposal that is not accompanied by the required proposal guarantee shall be considered non-responsive and ineligible for award.

The receipt of responses does not require the City to accept any proposal or enter into a contract. The City of Van Alstyne specifically reserves the right to reject any or all proposals, with or without cause, if it determines such action to be in its best interest, in the sole determination of the City Council of the City of Van Alstyne.

One set of bid documents may be secured from the Office of the City Manager, City Hall, 152 N. Main Drive, Van Alstyne, Texas, accompanied by the contractor’s name, address, phone number, email address and fax number, beginning February 13, 2020.

Anticipated Schedule for Proposal Process (subject to change at the sole discretion of the City)
• 02/13/2020 through 03/06/2020 – Advertise and distribute Request for Proposal.
• 03/27/2020 – Open Proposals at 2:00 p.m. at Van Alstyne City Hall.
• 04/24/2020 – Award Contract.
• 06/01/2020 – Contractor begins service.

Notice of Annexation Public Hearings

The City Council of the City of Van Alstyne, Texas, will hold two (2) public hearings on February 11, 2020, at 6:30 p.m. and on March 3, 2020, at 6:30 p.m. at the Van Alstyne City Hall, 152 N Main Drive, Van Alstyne, Texas, giving all interested persons the right to appear and be heard on one (1) proposed voluntary annexation by the City of Van Alstyne, Texas.  Maps and full legal descriptions are available at Van Alstyne City Hall and below.

The City of Van Alstyne, Texas, proposes to institute annexation proceedings to enlarge and extend the boundary limits of said city to include the following separate territories:

That a certain tract of land located in Grayson County, Texas, being a tract of land situated in the J. McKinney Survey, Abstract No. 770, City of Van Alstyne, Grayson County, Texas, the subject tract being a portion of a tract conveyed to L.D. Spence and wife, Ruth Spence, by deed recorded in Volume 841, Page 660 of the Deed Records of Grayson County, Texas.
