Notice of Annexation Public Hearings

The City Council of the City of Van Alstyne, Texas, will hold two (2) public hearings on February 11, 2020, at 6:30 p.m. and on March 3, 2020, at 6:30 p.m. at the Van Alstyne City Hall, 152 N Main Drive, Van Alstyne, Texas, giving all interested persons the right to appear and be heard on one (1) proposed voluntary annexation by the City of Van Alstyne, Texas.  Maps and full legal descriptions are available at Van Alstyne City Hall and below.

The City of Van Alstyne, Texas, proposes to institute annexation proceedings to enlarge and extend the boundary limits of said city to include the following separate territories:

That a certain tract of land located in Grayson County, Texas, being a tract of land situated in the J. McKinney Survey, Abstract No. 770, City of Van Alstyne, Grayson County, Texas, the subject tract being a portion of a tract conveyed to L.D. Spence and wife, Ruth Spence, by deed recorded in Volume 841, Page 660 of the Deed Records of Grayson County, Texas.

Road Closure

The contractor for the Village Parkway construction will close the street between SH 5 (Waco St.) and San Carlos beginning Monday, December 9 around 9:00 AM. This section will be closed for approximately two weeks. Alternate routes will be Newport Drive and Kelly Road. Please alert your staff and social media outlets of this closure and the alternative routes to access this area.

Request for Sealed Proposals: Solid Waste Collection & Disposal and Recyclable Materials Collection & Processing

Sealed bids addressed to the City Manager of the City of Van Alstyne, Texas, will be received at the Office of the City Manager, at the hand delivery address of 152 N Main Drive, Van Alstyne, Texas 75495 or mailing address of P.O. Box 247, Van Alstyne, Texas 75495 until 2:00pm on Thursday, November 21, 2019, and will be opened and read aloud at City Hall immediately after that time, for the collection and disposal of solid waste and recyclable materials collection and processing services.

Proposals shall be accompanied by a certified or cashier’s check on a national bank in an amount equal to Twenty Thousand Dollars ($20,000.00), Any proposal that is not accompanied by the required proposal guarantee shall be considered non-responsive and ineligible for award.

The receipt of responses does not require the City to accept any proposal or enter into a contract. The City of Van Alstyne specifically reserves the right to reject any or all proposals, with or without cause, if it determines such action to be in its best interest, in the sole determination of the City Council of the City of Van Alstyne.

One set of bid documents may be secured from the Office of the City Manager, City Hall, 152 N. Main Drive, Van Alstyne, Texas, accompanied by the contractor’s name, address, phone number, email address and fax number, beginning October 21, 2019.

 Anticipated Schedule for Proposal Process (subject to change at the sole discretion of the City)

  • 10/18/19 and 11/01/19 – Advertise and distribute Request for Proposal.
  • 11/21/19 – Open Proposals at 2:00 p.m. at Van Alstyne City Hall.
  • 01/14/20 – Award Contract.
  • 03/01/20 – Contractor begins service.

Update: September 2019 Utility Bills

On September 12th, the City identified an issue that has caused some of our customers to have higher than normal utility bills this billing period.  this issue only effects those with digital meters.

When it was brought to our attention that some of the utility bills were high, meters were manually read a second time which triggered further investigation.  It was discovered that in July an estimated reading was accidentally uploaded to the system which overrode the actual readings.  Again, this is only for digital meters.  This caused the August bill to be lower than it should have been.  The August readings for the September bill are accurate, however, this now includes the additional consumption for July that was not billed.  We are currently working to correct the issue and if it is determined that you are owed a credit, you will be notified of the amount.  If you have further questions regarding the accuracy of your bill once this process is complete, please call to schedule an appointment to review your individual bill at 903-482-5426.

NOTICE OF 2019 TAX YEAR PROPOSED PROPERTY TAX RATE FOR CITY OF VAN ALSTYNE

A tax rate of $0.584456 per $100 valuation has been proposed for adoption by the governing body of CITY OF VAN ALSTYNE. This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held by the governing body before adopting the proposed tax rate.

The governing body of CITY OF VAN ALSTYNE proposes to use revenue attributable to the tax rate increase for the purpose of personnel and other added maintenance & operations expenses.

EFFECTIVE TAX RATE                          $0.545146 per $100
ROLLBACK TAX RATE                          $0.584457 per $100

The effective tax rate is the total tax rate needed to raise the same amount of property tax revenue for CITY OF VAN ALSTYNE from the same properties in both the 2018 tax year and the 2019 tax year.

The rollback tax rate is the highest tax rate that CITY OF VAN ALSTYNE may adopt before voters are entitled to petition for an election to limit the rate that may be approved to the rollback rate.
